孔英，著名管理经济学家。现任北京师范大学湾区国际商学院院长，教授，博士生导师。加拿大卡尔顿大学经济系经济学博士、公共管理硕士，北京大学物理系学士。加拿大约克大学终身教授，清华-伯克利深圳学院低碳经济与金融风险分析实验室核心科学家，清华大学SIGS-IMR碳中和研究中心主任。原清华大学深圳国际研究生院社会科学与管理学部主任，原北京大学汇丰商学院副院长。被聘为中国国务院外国专家局特聘专家，深圳市决策咨询委员会专家，深圳市先行试验区专家、世界低碳城市联盟主席等。
主要研究领域为：低碳经济与金融，环境与能源技术管理与政策，金融与商业大数据；产业组织学，国际关系与贸易理论，健康经济学，管理经济学等。
孔英教授被誉为“中国深圳碳交易配额博弈论分配机制设计之父”。他提出的碳减排指数——“孔氏碳指”模型，是国内第一次用经济学成本最优的方法提出了碳排放权分配方案，奠定了中国的碳减排领域的学术研究基准。
代表著作包括近六十篇国内外学术杂志学术论文以及《管理经济学》、《商业博弈》、《开放度与经济质量研究》等专著。
